Возможно (хотя не уверен), что для кнопки на этот параметр влиять вовсе нельзя. Как нельзя во всех браузерах одинаково гибко управлять отображением alt-текста. Во всяком случае подчеркнуть надпись на кнопке у меня тоже не получилось.
